Time Out says

This bar-restaurant on the Place de Stalingrad is one of the nicest in the area. At the source of the water at the start of the Canal de l’Ourcq, it’s a calm and pretty place for an apéro while listening to the gurgling of the fountains. You can also sit out on the terrace on the roof, with a beautiful view over the canal and the imposing La Rotonde. It's a perfect place to stop off during an evening, perhaps as part of a visit to one of the two MK2 cinemas on either side of the canal.

The bar serves cheap and cheerful food – we recommend the rotisserie platter – and there are temporary photo exhibitions inside. Often in the warmer months there will be DJ sets and live jazz or world music gigs, as the Palce Stalingrad is a lively summer destination. Every Monday evening in summer is an open air film screening, ‘between the moon and the water’.
